Residential Estates Manager (353jc) - Cambridge - £24,294 - £25,979 + subsidised accommodation

Our Client in a Special School serving 240 students with a range of complex learning needs.
As the Estates Manager, you will report to the School Business Manager, helping to keep the school a safe, clean, and engaging environment for our students to learn in.

The Residential Estates Manager role is residential, and you would be expected to work some flexible hours,
A detached 3-bedroom house with off-road parking, adjacent to the main school site, is provided at a subsidised rent, for the purpose of carrying out the duties of the role.

Main Purpose of the Role
• Support the Headteacher and School Business Manager to ensure the safety of all site users by maintaining the grounds, facilities and equipment owned by the school.
• Support the School Business Manager to ensure that the school complies with statutory obligations with respect to the inspection and maintenance of all assets within the school estate, including those owned by third parties.
• Support the effective running of the site team by ensuring effective communication within the team, across the wider school and with third parties regarding site maintenance.
• Provide flexible out of hours support for emergencies and planned events from a residential base adjacent to the school’s main site.

General Duties
• Work in line with statutory regulations, school policies and risk assessments.
• Maintain and develop own knowledge of regulations pertinent to role.
• Liaise with colleagues, neighbours, and partner organisations; maintain and manage positive working relationships; plan activities to meet statutory and teacher requirements.
• Carry out cleaning, porterage, maintenance and repairs to property, fixtures, fittings and furniture, minor improvement jobs and internal decorating, where such work is within the capabilities of a competent handyperson.
• Provide reasonable cover for absence of other site team members.
• Support effective communication within the site team using a range of communication technologies.

Specific Duties - Site security
• Brief new key holders on correct locking/unlocking procedures
• Permit access to restricted areas of the school as required.
• Together with the rest of the site team, carry out locking up and/or opening up duties according to agreed procedures for designated key holders, including making the site available for lettings outside of normal school hours.
• Operate routine security arrangements to prevent/deter unauthorised access to the site and restricted areas within the site, to minimise theft and vandalism.
• Require unauthorised/unwelcome visitors to leave the site; liaise with police in the event of intrusion.

Managing Planned Maintenance and Statutory Maintenance
• Liaise with the Facilities Officer to develop a plan for the completion of in-house statutory inspection and testing and planned preventative maintenance; ensure on-time delivery of the plan; maintain accurate and complete records of such inspection, testing and maintenance.
• Ensure remedial actions are completed within the required timescales (either in-house or by third parties) and that records of completion are maintained.
• Review works completed by contractors and ensure that they are completed to the school’s satisfaction.
• Perform general repairs/maintenance: painting, decorating; minor electrical repairs; replacement of faulty bulbs, fluorescent tubes, fuses; carpentry, erecting flat pack furniture, moving furniture; repairs to flooring; changing taps/valves and similar elements of existing plumbing infrastructure; Ensure that all drains and gullies, internal and external, are free flowing and clean and clearing blockages where appropriate; basic DIY.
• Carry out routine cleaning where necessary; assist with deep cleaning and high-level cleaning; use heavy cleaning equipment (buffing).
• Undertake basic equipment/vehicle repair including perform temporary and minor repairs/ maintenance.
• Maintain grounds as necessary (light work - mow, trim, weed); supervise and direct work of grounds maintenance contractor; ensure leaves are cleared and grounds gritted as needed.
• Courier and porterage duties as required; ensure school is set out correctly for events.
• Together with SBM & Facilities Officer, monitor and co-ordinate the work of contractors on site.
• Deal effectively with familiar or commonly occurring problems. Advise SBM of any other developments, problems, or complaints that need to be dealt with quickly and promptly.
• Ensure that all equipment owned by the school and provided for the purposes of maintaining the school and its grounds are kept in good working order and ensure the safe use, storage, and handling of such machinery and equipment.
• Complete routine checks of minibuses; maintain records of all checks.
• Carry out regular deep cleaning of vehicles.
• Undertake preparation of vehicles for upcoming excursions as requested.
• Drive vehicles for the purposes of servicing, making deliveries and collections.
• Make suitable arrangements for the disposal of routine waste.
• Arrange periodic disposal of redundant assets and equipment.
• Follow agreed procedures for the disposal of routine waste.
• Ensure that all waste is disposed of in line with statutory requirements.
• Take action to minimise the energy and water consumption of the school.

Safeguarding
• Ensure that contractors working on site are either supervised or have suitable clearance to work unsupervised in regulated activity.
• Work in line with the school Safeguarding & Child Protection Policy and ensure that own work is planned in compliance with the policy.
• With the Facilities Officer, make decisions regarding emergency callouts.
• Execute emergency procedures in the event of fire, flood, intrusion, accident etc.
• Liaise with emergency services during normal working hours.
• Act as first point of contact for out of hours emergencies and incidents.

Managing Budgets
• As required, ensure Purchase Requisitions for materials used and works booked are raised and authorised in line with the school’s financial procedures.
• Provide receipts, work sheets and delivery notes to Finance Officer as evidence of goods and services received.
• Ensure site overtime is agreed in advance, claimed regularly at the end of each month and that claims are authorised.
• Manage small school improvement projects: liaise with staff on requirements; plan works safely, including preparing risk assessments; order materials required; execute; supervise contractors, school staff, students, and volunteers to deliver.

Ensuring Availability of Resources & Facilities
Determine stock levels of site consumables to be held both at points of use and in site stores.
Ensure stocks of spare parts, materials and consumables are stored in safe, tidy and secure locations and that stocks are maintained at agreed levels.
Stock check at regular intervals and re-order as required.

Developing and Maintaining Risk Assessments and Policies
Together with Facilities Officer, develop, review and implement risk assessments for own areas of responsibility.
Promote awareness of agreed controls within risk assessments
Work in accordance with agreed risk assessments

Supervising & Supporting Others
Support the professional development of the site caretaking team by sharing knowledge and participating in/delivering training as required.
Support the development of in-house Work-Related Learning opportunities for students.
Support work parties of staff, students, and volunteers to ensure work is carried out safely.

Residential Duties
• Provide reasonable out of hours support for planned events including setting up for events, clearing up after events and securing the site after the event.
• Respond out of hours to extreme weather events e.g. clearing and gritting the site in the event of snow; responding to the effects of heavy rainfall.
• First point of contact key holder in the event of out of hours activation of the school’s intruder alarm or fire alarm or any comparable incident requiring attendance on site

Working Routine & Other Information
Hours: 37 hours per week Monday to Friday
08:00 – 16:00, Monday to Friday with some flexible working
Remuneration package equivalent to £43,300
